County and State Discuss Economic Development in Highlands County

SEBRING — If a grove is no longer economically viable, a grower may want to build housing or a commercial center.

That’s a problem if the land has sand skinks, said Paul Koukos of Wheeler Farms. Instantly, 75 percent of the land is useless, unless the owner can buy mitigation land. If Florida state officials want to help Highlands County residents rebuild their local economy, they can help people work with or through such regulations, he said.
